Builder command execution via unhashed fallback archive

Code integrity failure in Buildroot 2023.08.1 and dev commit 622698d7847 allows man-in-the-middle attackers to execute arbitrary builder commands. The riscv64-elf-toolchain definition lacks a hash file, while dl-wrapper accepts that absence and can fall back from HTTPS to the default HTTP mirror. An attacker able to block primary HTTPS downloads and replace the fallback archive can run Makefile or patch commands and alter generated files.
