Local information disclosure via unchecked GAP length

Out-of-bounds read in Android 12, 12L, 13, and 14 allows local users to disclose process memory through malformed Bluetooth GAP data. The parse_gap_data function in utils.cc trusted each GAP element length byte and formed an end iterator beyond raw_data without checking the remaining buffer. Exploitation requires local user execution privileges but no user interaction; the reported consequence is confidentiality-only information disclosure.
