Cross-user image disclosure via unvalidated shortcut URI

Confused-deputy flaw in Android 11 through 14 allows local users to view another user's shortcut image through ShortcutService. ShortcutService.fixUpIncomingShortcutInfo accepts a URI-based shortcut icon without verifying that the calling UID has read access to its content URI. A low-privileged app can abuse the system service without user interaction, crossing Android user boundaries to disclose image content; no code execution is required.
