Page-rendering crash via uncaught malformed title exception

Improper exception handling in MediaWiki Vector before 1.39.5 and in 1.40.0 allows attackers to interrupt page rendering via a malformed message. VectorComponentUserLinks interprets the vector-intro-page system message as a title without catching MalformedTitleException, so an invalid value crashes rendering. Reachability requires control of that message and a request rendered with Vector; affected requests fail instead of producing a normal page.
