Private CI/CD metadata disclosure via unchecked job linking

Incorrect authorization in GitLab allows remote authenticated users to disclose private CI/CD job names and triggering usernames. The handle_build_metadata function accepts any valid gitlab.CI_JOB_ID tag and links that job to an attacker's machine-learning experiment without checking job access. An account able to create an experiment and guess the incremental job ID can view those two fields from a private project without project membership.
