Unauthenticated server crash via null pointer dereference

Denial of service in Perforce Helix Core before 2023.2 allows remote attackers to crash the server via the commit RPC command. The rmt-UpdtFovrCommit handler can pass a null value to StrBuf::Append, which dereferences its length field and triggers an unhandled access violation. Unauthenticated network access to the server is sufficient, and the entire process stops without automatically restarting.
