Encoding-process crash via stale frame-size buffers

Denial of service in libvpx before 1.13.1 allows remote attackers to crash an encoding process through crafted VP9 frame dimensions. During encoder reconfiguration, vp9_change_config clears retained buffers using the new frame dimensions without first resizing them when width shrinks but total frame size grows. Exploitation requires attacker-controlled dimensions to reach a consuming application's VP9 encoding path; the documented consequence is a crash, not data access or modification.
