Code execution via undersized PSP RLE buffer

Off-by-one memory corruption in GIMP before 2.10.36 allows remote attackers to execute code through a crafted PSP file. The file-psp plug-in's read_channel_data function allocates 127 bytes for RLE data that can occupy 128 bytes, causing a one-byte heap overwrite. Exploitation requires a user to visit a malicious page or open a crafted PSP file, and successful code runs in the GIMP process context.
