Administrator-context script execution via unencoded plugin_id

Reflected XSS in Piwigo before 14.0.0beta4 allows remote attackers to execute script in an administrator's browser via a crafted URL. In admin/plugins_new.php, the install-success branch concatenates the plugin_id query value into an activation link without HTML encoding. Execution requires a logged-in administrator to open the link, exposing that session's data and actions but not directly interrupting the gallery.
