Anonymous user-summary disclosure via missing profile restriction

Information disclosure in affected Discourse releases allows remote attackers to read user summaries when public profiles are hidden. The user-summary response path returns summary details to anonymous requests without enforcing the hide_user_profiles_from_public setting. The site must enable that setting; exposure is limited to summary data that administrators intended to withhold from anonymous visitors.
