Password disclosure via reusable static encryption keys

Credential exposure in Dell Technologies RVTools 3.9.2 through 4.4.5 allows remote attackers to decrypt stored passwords. RVToolsPasswordEncryption.exe and RVTools.exe retain the static-key, static-IV design from the incompletely fixed earlier flaw, allowing the embedded Decrypt() path to reverse captured configuration values. Exploitation requires prior access to an encrypted password value, and the resulting clear text can expose credentials for managed vCenter or ESXi systems.
