Unauthorized SIP forwarding via retransmission validation failure

SIP ALG validation in Juniper Networks Junos OS 20.4 through 22.3 allows remote attackers to forward malformed SIP retransmissions. After dropping the first specifically malformed SIP packet, the ALG incorrectly treats later retransmissions of that same packet as valid and forwards them. The SIP ALG must be configured, and exploitation bypasses its packet rejection to introduce traffic that connected networks should not receive.
