Authenticated arbitrary file write via PHP generation

Arbitrary file write in admin_weixin.php in SeaCMS 12.9 allows remote authenticated users to alter server-side PHP configuration. The handler directly concatenates unprocessed POST values into generated PHP source and writes the result to data/admin/weixin.php. Administrative access to the settings endpoint is required; crafted values can inject executable PHP and run commands with the web-server account's permissions.
