Password-policy bypass via unchanged replacement password

Password-policy bypass in InstantCMS 2 before 2.16.1-git allows remote authenticated users to reuse their current password. The profile password form accepts a replacement equal to the existing password because password1 is not compared with the account credential. Any signed-in user who can edit the security tab can bypass the intended password-change requirement, but the behavior does not change another account's password.
