Vault disclosure via SHA-1 PCR key sealing

Weak key protection in EVE OS before 9.5.0 allows local users to retrieve vault contents by attacking SHA-1-bound TPM measurements. The TPM code checks for SHA-256 PCR availability but seals and unseals the vault encryption key against SHA-1 PCRs, and systems without SHA-1 PCRs leave the key unsealed. Local low-privileged access is required; successful manipulation defeats measured boot and exposes data stored in the encrypted vault.
