Full device control via unmeasured boot configuration

Improper boot integrity validation in LF Edge EVE OS before 8.6.0 and 9.0.0 through 9.4.x allows local users to gain full device control. Pillar applies /config/GlobalConfig/global.json during boot even though the mutable CONFIG partition is omitted from the measurements sealing vault access. Physical disk access permits configuration changes that enable SSH keys, USB input, or VNC without changing the expected PCR values.
