Insecure temporary file permissions in Jenkins 2.423 and earlier allow local users to read uploaded files via shared temporary directories. MultipartFormDataParser places upload files in the system temporary directory using default creation permissions instead of a restrictive private directory. Exploitation requires access to the Jenkins controller filesystem; shared temporary directories, typically on Linux, enable reading and sometimes writing before the file is consumed.
