Insecure temporary-file permissions in Jenkins 2.423 and earlier and LTS 2.414.1 and earlier allow local users to read or alter uploads. Stapler writes uploaded files into the shared system temporary directory using default creation permissions rather than isolating them in a restricted subdirectory. Exploitation requires access to the controller temporary directory on a system with a shared temporary directory, typically Linux; default permissions generally expose reads but not writes.
