Local code execution via replaceable plugin file

Incorrect temporary-file permissions in Jenkins 2.423 and earlier and Jenkins LTS 2.414.1 and earlier allow local users to execute code. PluginManager writes a URL-downloaded plugin into the shared system temporary directory under default creation permissions before installation. Exploitation requires controller filesystem access, a shared temporary directory, and permissions that allow replacement; common defaults generally permit reading only.
