Build secret disclosure via history search oracle

Information disclosure in Jenkins 2.50 through 2.423 and LTS 2.60.1 through 2.414.1 allows remote authenticated users to read build secrets. The build history widget searches parameter values without excluding sensitive build variables, turning match results into a character-by-character oracle. Item/Read permission and access to builds containing secrets are required; exposure is limited to sensitive variable values discoverable through repeated searches.
