Broken access control in Service Provider Management System 1.0 allows remote authenticated users to take over administrator accounts. The manage_user.php page loads any user selected by the id query parameter and permits password changes without an ownership or role check. A staff account is required; changing an administrator's password enables account takeover and access to administrator-only functions.
