Administrator account creation via forged admin request

Cross-site request forgery in SeaCMS 12.8 and earlier allows remote attackers to create an administrator account through admin_manager.php. The handler accepts an administrator-creation request under the victim's authenticated session without verifying that the administrator intended it. Exploitation requires an authenticated administrator to submit the forged request, after which the new account provides persistent administrative access.
