Administrator account creation via forged user-management request

Cross-site request forgery in SPA-Cart 1.9.0.3 allows remote attackers to create an active administrator account through a victim's browser. The /admin/user/859 handler accepts attacker-chosen roleid and status values in a multipart POST without verifying that the logged-in user intended the request. Exploitation requires a logged-in privileged user to open the attacker's HTML, which submits the form under that active session and grants persistent administrative access.
