Unauthenticated file read via dot-dot traversal

Path traversal in IBM License Metric Tool 9.2 allows remote attackers to read files under the server's /WEB-INF directory. The server accepts dot-dot segments in a crafted URL without constraining the resolved path, so the request escapes its intended directory. No authentication or user interaction is required, and the documented consequence is read-only access to server-side files rather than modification or service interruption.
