Protected filesystem modification via insufficient PackageKit restrictions

Incorrect authorization in Apple macOS 12 before 12.7.1, 13 before 13.6.1, and 14 before 14.1 allows local users to modify protected files via an app. PackageKit applies insufficient restrictions when an app requests protected-filesystem changes, but Apple has not disclosed the responsible function or authorization error. Execution of an app on the affected Mac is required; the documented consequence is protected-filesystem modification, not service interruption.
