Unauthenticated server crash via unknown frame parsing

Improper input validation in quinn-proto in Quinn before 0.9.5 and 0.10.0 through 0.10.4 allows remote attackers to crash server processes. The frame iterator converted a decoding error into Frame::Invalid by unconditionally unwrapping last_ty, which is absent for an unknown frame type. A crafted unauthenticated QUIC packet reaches this path over the network, panicking the hosting server process without affecting confidentiality or integrity.
