Unauthorized DAG clearing via inconsistent request identifiers

Improper access control in Apache Airflow before 2.7.2 allows remote authenticated users to clear DAGs outside their authorized scope. The web authorization decorator accepts a DAG ID from the first available route, query, form, or JSON parameter instead of rejecting inconsistent values, so authorization can cover one DAG while the request acts on another. An account with access to at least one DAG can submit conflicting DAG IDs and gain write access to resources for otherwise inaccessible DAGs, interrupting their scheduled work.
