Kernel crash via unchecked RSVP offset

Out-of-bounds read in the RSVP classifier in Red Hat Enterprise Linux 8 allows local users to crash the kernel via crafted filter data. rsvp_change accepts an unchecked user-controlled unsigned offset in TCA_RSVP_PINFO, and rsvp_classify adds it to the transport-header pointer before reading. A local low-privileged user must reach the traffic-control classifier; successful exploitation interrupts the entire host.
