Process interruption via unchecked UTF-8 byte slicing

Uncaught panic in Whisperfish blurhash-rs 0.1.1 allows remote attackers to interrupt a consuming process via a crafted blurhash. The decode function validates the UTF-8 byte length but then slices the input at fixed byte offsets that can fall inside a multibyte character. No authentication or user interaction is required when a network-facing consumer passes attacker-controlled hashes to the library; the consequence is limited to that process's availability.
