Parser panic via empty phone-context indexing

Out-of-bounds access in affected Whisperfish phonenumber releases allows remote attackers to trigger a panic via crafted RFC3966 input. In src/parser/rfc3966.rs, phone_number reads byte zero of an empty phone-context value before checking for a leading plus sign, so .;phone-context= triggers the panic. Reachability requires a consuming application to pass attacker-controlled phone-number text to the library; an uncaught panic can terminate its process without exposing or modifying data.
