Authenticated SQS queue clearing via unchecked endpoint

Missing authorization in Jenkins AWS CodeCommit Trigger Plugin 3.0.12 and earlier allows remote authenticated users to clear an SQS queue. The affected HTTP endpoint processes a queue-clear request without checking authorization beyond the caller's existing Overall/Read access. Overall/Read access is sufficient to delete pending CodeCommit event messages and interrupt downstream job triggering.
