Arbitrary file takeover via filesystem path races

Filesystem race conditions in SchedMD Slurm 22.05.x before 22.05.10 and 23.02.x before 23.02.6 allow local users to alter files. The slurmd and slurmstepd processes perform filesystem operations on mutable paths without adequately preventing path replacement between validation and use. A cluster user who wins these races on a compute node can take ownership of an arbitrary file, overwrite it with data not directly controlled by the user, or delete an arbitrary directory's contents.
