Unauthenticated webhook triggering via loopback source overwrite

Access-control bypass in Home Assistant Core before 2023.9.0 allows remote attackers to trigger local-only webhooks through public URLs. The SniTun proxy overwrites the source address of forwarded public requests with 127.0.0.1, causing the webhook locality check to trust external traffic. Exposure requires a Nabu Casa public URL and a webhook marked local-only; a successful request invokes the action configured for that webhook.
