Cross-user notification changes via unchecked AJAX authorization

Improper authorization in Pandora FMS 700 through 774 allows remote authenticated users to alter other users' notification settings. The Web Console's AJAX notification-settings update accepted a different target user without restricting the operation to the caller's own account. Any console user could change an administrator's notification preferences, but the published impact is limited to those settings.
