Absolute path traversal in Chengdu Flash Flood Disaster Monitoring and Warning System 2.0 allows remote attackers to read arbitrary files. The MFCW.Web.Service.FileHandler download handler accepts FileDirectory as an absolute path and does not confine access to the intended directory. The public request targets the exposed ASP.NET handler; published scoring disagrees on whether authentication is required, while the demonstrated consequence is file disclosure only.
