File-transfer restriction bypass via chunked requests

Inappropriate file-type control in Zscaler Proxy 3.6.1.25 and earlier allows local users to bypass upload and download restrictions. The proxy does not reconstruct files split across HTTP Range requests, so chunked password-protected archives evade file-type inspection. A low-privileged Windows user can issue repeated partial-content requests manually or through BITS and reassemble a prohibited file without changing proxy policy.
