Path traversal in Chengdu Flash Flood Disaster Monitoring and Warning System 2.0 allows remote attackers to read server files. FileDownload.ashx accepts the Files query value as a relative path; the published request traverses upward to retrieve web.config. The published request contains no credentials, although VulDB rates low privileges while NVD rates none; successful traversal exposes readable server files.
