Cross-user settings modification via unchecked user assignment

Improper authorization in Cerebrate 1.14 allows remote authenticated users to modify other users' settings over the network. The UserSettingsController edit action authorizes the existing record but accepts a submitted user_id during save without checking that the new owner is permitted. Any authenticated user able to edit a setting can reassign it to another account and alter that account's stored preferences.
