Memory disclosure and bgpd crash via ORF over-read

Out-of-bounds read in FRRouting FRR 8.4.x, 8.5.0 through 8.5.2, and 9.0.0 allows remote attackers to expose memory or crash bgpd. The BGP route-refresh parser in bgpd/bgp_packet.c dereferences the first ORF-header byte without confirming that its stream pointer remains before the buffer end. Network reachability to bgpd and an established BGP session are required; a truncated ORF request can expose process memory or interrupt routing.
