Agent crash via disabled-proxy visibility annotation

Denial of service in Cilium before 1.12.14, 1.13.0 through 1.13.6, and 1.14.0 through 1.14.1 allows remote authenticated users to crash an agent. With Layer 7 proxying disabled, addVisibilityRedirects calls Proxy.CreateOrUpdateRedirect through a nil Proxy receiver after processing a proxy-visibility annotation. Kubernetes API access sufficient to create a workload is required; the node-local crash blocks workload changes and starts while existing traffic continues.
