Unauthenticated report disclosure via unguarded CSV export

Improper authentication in Plixer Scrutinizer before 19.3.1 allows remote attackers to export and read network reports without logging in. The generateCSV action at /fcgi/scrut_fcgi.fcgi accepts an unauthenticated csvExportReport request, creates the requested CSV, and returns its filename for retrieval under /csv/status/. Network reachability to the administrative web interface is sufficient, and disclosed report contents include traffic classification, host-count, and flow-timing data.
