Authenticated site takeover via unchecked staging actions

Missing authorization in WPvivid Backup & Migration 0.9.90 and earlier allows remote authenticated users to create attacker-controlled staging sites. The start_staging and get_staging_progress functions omit capability checks and accept staging configuration that references an arbitrary database. Any authenticated account can create an administrator in that database and take over a staging installation that shares the victim site's file system.
