Authenticated large-object disclosure via UTL_ENCODE permission bypass

Permission bypass in EnterpriseDB Postgres Advanced Server allows remote authenticated users to read unauthorized large objects via UTL_ENCODE. The UTL_ENCODE package reads database large objects without enforcing the caller's object permissions. A database account able to invoke UTL_ENCODE can cross permission boundaries on 11.x before 11.21.32, 12.x before 12.16.20, 13.x before 13.12.17, 14.x before 14.9.0, and 15.x before 15.4.0.
