Cross-user script execution via unvalidated delivery addresses

Persistent XSS in tef-Portal 2023-07-17 allows remote authenticated users to execute JavaScript in other users' browser sessions. The delivery-address editor stores field values without validating injected script, and the portal renders those values when users view the address. An account permitted to edit a delivery address is required; viewing the poisoned address triggers code in the victim's session, including for administrators.
