Authenticated code execution via unchecked startIp parsing

Stack-based buffer overflow in Tenda AC23 16.03.07.45_cn allows remote authenticated users to crash the router or execute code. The sub_4781A4 handler passes the unchecked startIp value from /goform/SetPptpServerCfg to sscanf for direct storage on the stack. Access requires an authenticated web-management session; a long startIp value crashes the device, and a crafted exploit obtains a root shell.
