Authenticated file disclosure via external XML entities

XXE in the OpenNMS file editor allows remote authenticated users to read files in affected Horizon and Meridian releases. FilesystemRestService.maybeValidateXml parses edited XML without disabling external general entities, parameter entities, or external DTD loading. ROLE_FILESYSTEM_EDITOR access is required, and crafted XML can make the server read local data and transmit it through an outbound request.
