Unauthenticated API access via uncoupled authentication

Missing authentication in Metal³ Ironic Container Image before capm3-v1.4.3 allows remote attackers to access the Ironic API. The scripts/runironic launcher enables HTTP basic authentication only when Ironic password data is supplied, while affected builds otherwise expose the API directly on the host network when TLS is disabled and services remain combined. Exposure requires an operator to disable TLS, keep API and Conductor combined, and leave the node reachable without a firewall; the consequence is unauthenticated use of reachable API functionality.
