Code execution via unchecked H.265 sub-layer count

Stack-based buffer overflow in GStreamer before 1.22.6 allows remote attackers to execute code through malformed H.265 streams. In gsth265parser.c, gst_h265_parse_vps and gst_h265_parse_sps accept max_sub_layers_minus1 value 7 even though downstream storage supports only values 0 through 6. A consuming application must process the crafted stream, after which the hosting process can crash or execute attacker-controlled code.
