Permission grant via stale popup display time

Clickjacking in Mozilla Firefox before 116 and Firefox ESR before 102.14 or 115.1 allows remote attackers to obtain site permissions. PopupNotifications retains the original timeShown value when a permission panel is reshown after a tab switch, so closing a newly opened tab after the delay defeats the activation guard. A user must interact with the attacker-controlled page and click the disguised permission prompt; granted access can include geolocation, camera, or microphone permissions.
