Cross-account contractor deletion via missing ownership check

Missing authorization in CentralSquare Click2Gov Building Permit before October 2023 allows remote authenticated users to delete contractors. The /Click2GovBP/mastercontractorlist.html handler accepts a posted userId and contractor record without verifying that the session owns that account. A valid session and CSRF token plus the victim's user ID and contractor details are required; successful exploitation deletes the victim's contractor association.
